All Dimensions: EMERGE

The very nature of SIAD installation via the activation of solution ecosystems is a dynamic and creative process. It is quite possible that the deeply participatory process of SIAD installation will result in new programs and projects that are currently not envisioned in Larga Sustainable Zarraga.

It is for this reason that SEA has added a seventh row entitled, “ALL DIMENSIONS” and has included “EMERGE” for both the columns under Core Sub-Program and Flagship Projects. SEA will encourage and leverage existing institutions and other partners of LGU Zarraga to cover the material and operational aspects of the emergent Sub-Programs and Flagship Projects under “All Dimensions”.

For example, SEA’s Lead Activator is currently Chair of Zarraga’s Municipal Advisory Committee (MAC) on Plan 2030 of the Philippine National Police (PNP). In this capacity, SEA has been facilitating the drawing up of the strategic plans of the municipal police force as well as overseeing aspects of the implementation of its Peace and Order Plan.

In the process, the MAC identified key short-term projects, including anti-bullying seminars. MAC convinced the Chief of Police of Zarraga and his personnel to take on the operational details of the proposed projects. And indeed PNP of Zarraga took the project on with design and networking assistance from SEA core activators.

For another example, the Zarraga LGU has designated SEA as its lead civil society partner in the delivery of KALAHI-CIDSS, the anti-poverty program of the national government, at the town level. The Department of Social Welfare and Development (DSWD) of the national government will be giving the Zarraga LGU P15 million to identify KALAHI-CIDSS projects in all the villages of the town. SEA will help the Area Coordinator and community organizers of Zarraga LGU to catalyze a participatory process where the community itself will identify what on-the-ground projects are most relevant for them.

However, none of the P15 million will go to either the Zarraga LGU nor to SEA. Both latter institutions will provide counterpart staffing to the DSWD personnel who will also be involved in the KALAHI-CIDSS program.

The overall objective of EMERGE is to enable both Zarraga LGU and its SIAD partners to respond to emergent opportunities on a timely and adequate basis.
