The New Lucena Gymnasium was abuzz with energy on July 29, 2024, as residents gathered to witness Mayor Liecel Mondejar-Seville deliver her much-anticipated State of the Municipality Address (SOMA). And let me tell you—she didn’t disappoint. From the moment she took the stage, Mayor Liecel exuded the kind of passion and purpose that has become synonymous with her leadership.

The SOMA was more than just a list of accomplishments; it was a heartfelt tribute to what New Lucena has become: a thriving, united municipality driven by collaboration and innovation. Mayor Liecel’s gratitude-filled speech was a masterclass in acknowledging the unsung heroes of progress—her constituents, barangay leaders, private partners, and most notably, the Civil Society Organizations (CSOs).

What truly stood out was her special recognition of SEA Inc. and its transformative IPAT-SIAD project. If you’ve been following New Lucena’s journey, you know that this project is nothing short of revolutionary. By fostering transparency, accountability, and inclusivity, IPAT-SIAD has redefined what local governance can achieve when everyone is given a seat at the table.

Mayor Liecel painted a vivid picture of how SEA Inc.’s guidance has turned CSOs into pillars of governance.
