On July 17, 2024, SEA, Inc. facilitated a groundbreaking workshop on this very topic at Baganihan, New Lucena, gathering Barangay officials from eleven pilot Barangays, including Cabugao, Janipaan, and Badiang, to name a few.
Resolutions vs. Ordinances: The Legislative Power Duo During the workshop, one of the burning questions from the 39 eager participants was: What’s the difference between a resolution and an ordinance? Atty. Cecil Delfin, the resource person, explained it brilliantly. A resolution is essentially a formal expression of opinion or intent. Think of it as a well-crafted suggestion from your local government, outlining a stance or direction on a particular issue. It doesn’t have the binding power of law but serves as a guiding light for policy and action. On the other hand, an ordinance is a local law with the full force of legislation. Break an ordinance, and you’re likely to face fines or penalties—it’s the real deal in the world of local governance.
