The CIT Monthly Meeting held on February 13, 2025, at Baganihan Hall, New Lucena, was not just another routine gathering. It was a convergence of committed minds, a reaffirmation of shared purpose, and a launching pad for greater things. With CIT officers and SEA staff in attendance, the meeting embodied a spirit of progress, collaboration, and unwavering dedication to community development.
Setting the Tone: A Welcome to Inspire
The meeting commenced with an engaging audiovisual presentation that set the tone for the discussions ahead. In Sir Willy Labaro’s absence, Ms. Rosanna P. Constantino’s warm welcome message reflected a deep sense of camaraderie and purpose. Her words, though simple, underscored the essence of CIT’s mission—service beyond self.
A Look Back to Move Forward
Ms. Angelic took the floor to deliver a comprehensive report on the major activities from November 2024 to February 2025. It was a testament to the hard work and commitment of the CIT members who had been instrumental in executing numerous initiatives.
A highlight was the Peer-to-Peer engagement with PTFA, which has gained traction beyond SEA Inc. and CIT. Other organizations now see the model as an exemplary practice of active citizen engagement, proving once again that New Lucena is a hub of empowered and dynamic civil society leaders.
Adding to this momentum, Ms. Rosanna proudly shared that the People’s Council initiative had reached the Sangguniang Bayan level, a milestone achieved through the leadership of Mayor Liecel Mondejar-Seville and the dedication of CIT Chairman Sir Wilfredo Labaro.
People’s Council: A Step Closer to Realization
SB Jocelyn Espia provided a crucial update on the progress of the People’s Council. Despite setbacks, such as the resignation of SB Cynthia Sorilla, the advocacy for its creation remained steadfast. With the support of newly appointed SB Bryan Cerebo, the discussion was revived, culminating in a Letter of Appeal submitted on February 3, 2025. The Sanggunian Bayan promptly acknowledged the request, and a committee meeting was scheduled for February 18, 2025.
This update sparked an invigorated hope among CIT members, as the formation of the People’s Council would not only strengthen participatory governance but also ensure that the voices of CSOs, POs, and NGOs remain integral to New Lucena’s development.
Expanding the Reach: Program Expansion and Extension
Growth was another recurring theme in the meeting. The IPAT-SIAD Program, having successfully reached Sibagat and Sta. Barbara in Year 3, Phase 1, is now poised for further expansion into six more barangays: Dawis, Balabag, Guinobatan, Wari-Wari, Jelicuon Oeste, and Poblacion. Additionally, CIT members recommended potential outreach to Cagban, Burot, General Delgado, and a re-engagement with Baclayan due to its active CSOs.
With such ambitious expansion plans, sustainability was a key consideration. Ms. Rosanna called for continued commitment from the LGU and CIT members, emphasizing the need for long-term partnerships with barangay leaders, including Liga ng mga Barangay President Punong Barangay Valentino Calumay.
Inner Conditioning Workshop (ICW): Strengthening the Core
Another vital discussion centered on the Inner Conditioning Workshop (ICW), a crucial component in leadership development. Scheduled for March, June, September, and December 2025, the ICW aims to equip participants with the skills and mindset necessary for effective governance and community engagement. The call for early participant confirmations and potential inclusion of PIDECO staff underscored the program’s importance in fostering a culture of self-improvement and service.
CSO Federation: Rebuilding from the Ground Up
A surprising yet significant revelation came from the CSO Federation’s February 12, 2025, meeting. The loss of old files, including the Constitution and By-Laws, posed a challenge, but the CIT members saw it as an opportunity—a chance to rewrite history and build a stronger foundation. Plans for a new Constitution and By-Laws, coupled with a three-year strategic plan, showcased the unwavering determination of civil society leaders to uphold their advocacy. The formation of an income-generating association was also a promising prospect.

The meeting may have ended, but the journey continues. As Sir Willy eloquently put it, “We must always focus on what we can give, not just what we can get.” These words encapsulate the very essence of CIT’s work—a commitment to service, a dedication to inclusive governance, and a relentless pursuit of progress.
