On December 2, 2025, the IMP hall at Sta Barbara Lifebank Foundation became more than just a venue—it became a learning space where barangay leaders rediscovered the power of structure, communication, and confident leadership. The governance enhancement session—held through the partnership of the School of Education and Arts (SEA) and the Iloilo Science and Technology University (ISAT-U)—brought together officials eager to strengthen the way they lead, decide, and serve their communities.

This was the atmosphere shaped by Dr. Marjorie Maido, SEA’s strong academic partner and a respected educator known for her clarity, humor, and sharp yet accessible teaching style.

A Session That Began With Clarity and Purpose

Dr. Maido opened the session by demystifying parliamentary procedure, reminding everyone that good governance often begins with something as simple—and powerful—as confidently saying: “I move…”

Participants quickly realized that rules of order were not barriers, but tools that create order, shorten meetings, and enhance fairness. Instead of lengthy discussions that wander or derail, proper procedure turns barangay meetings into strategic, efficient, and democratic decision-making spaces.

Learning to Lead Meetings Without Chaos

With engaging examples and relatable humor, Dr. Maido walked participants through key elements of an effective meeting:

  • Calling a meeting to order
  • Keeping discussions focused
  • Using motions and seconds properly
  • Managing debates with fairness
  • Guiding decisions without dominating the room

The participants laughed knowingly as they recognized their own barangay experiences—especially those three-hour meetings that could have been done in thirty minutes.
By the end, many felt empowered to run meetings with confidence rather than stress.

Strengthening Governance Through Clear Communication

The session extended beyond meetings. Participants also practiced writing formal letters for barangay transactions—a crucial but often overlooked governance skill.

Through hands-on exercises, they learned to craft documents that were:

  • Respectful
  • Purpose-driven

From invitations and endorsements to requests and clarifications, participants realized how a well-written letter can:

  • open doors,
  • strengthen partnerships, and
  • prevent misunderstandings.

Everyone left with templates, skills, and new confidence to write like seasoned public servants.
