SEA Inc. Framework for the 2025 IPAT-SIAD Program: ICW the New Operating System of IPAT-SIAD
On November 24, 2024, in Angat, Bulacan, SEA Inc., led by President Nicanor Perlas, introduced an innovative framework for the Integrated Participatory Accountability and Transparency towards Sustainable Integrated Area Development (IPAT-SIAD) program. This framework underscores the synergy between personal development and community transformation to achieve sustainable growth.

At the core of this framework is the Inner Conditioning Workshop (ICW), which equips individuals with the tools and mindset needed to achieve personal empowerment and positive change. This inner growth aligns with the possibilities of the external structure for change, involving key local government units (LGUs) and other government agencies, ensuring that personal development and societal progress go hand in hand.
The framework’s success is also fuelled by the collaborative efforts of the Collective IPAT-SIAD Team (CIT), as well as the active participation of diverse sectors, including youth, women, and senior citizens. This collaboration is grounded in the three folding partnership between government, business, and civil society, which together form a unified approach toward sustainable solutions.
SEA Inc.’s vision is to create a lasting impact, and the framework will be supported by interactive engagement through the SolutionEcosystems.net website, where teams and individuals can share knowledge and ideas, extending their reach to communities and beyond. This framework encourages a holistic approach to development, where the collective efforts of people, organizations, and governments converge to tackle pressing challenges and create meaningful change.
SEA emphasizes that it will continue to use the two development frameworks of Phase 1 that it used with a high degree of success and impact as detailed above. The human and cultural development framework highlighted in
Figure 1 above will integrate itself with the IPAT-SIAD process.
Despite the mention of Lakaran as the ICW of the Katipuneros, which emphasized “paglilinis ng loob” (purification of one’s soul) as necessary for a successful revolution against the Spaniards, SEA advances evolutionary transformation. This approach does not destroy what is but builds upon the past that can evolve toward the future. It transcends the past but includes whatever in the past can accompany the new possibilities that are unfolding in the future.
Key Components of the Framework

The ICW is the heart of the framework, designed to:

- Equip participants with tools for mindset shifts and personal empowerment.

To complement personal development, the framework strengthens external systems through:
- Collaboration with Local Government Units (LGUs) and agencies for responsive policies.
- Inclusive engagement of youth, women, and senior citizens for holistic representation.
- Threefolding partnerships among government, business, and civil society to harness diverse resources.

- Mechanisms for accountability, amplifying every sector’s contributions.
