On February 13, 2026, inside Baganihan Hall in New Lucena, something quietly powerful unfolded.
There were no banners.
No keynote speakers.
No dramatic declarations.
Just citizens who stayed.
The CSO/FEMNELU meeting was originally intended to discuss the People’s Council ordinance with the CSO Desk Officer and the MLGOO. But when both were absent, the easy choice would have been postponement.
Instead, the group leaned forward.
FEMNELU Secretary Ms. Rosanna Constantino stepped in to facilitate. Leadership did not wait for perfect conditions. It emerged because it was needed.
“Real governance is not about who is present in authority, but who remains present in responsibility.”
The federation discussed its membership status. ₱9,150.00 had been collected in dues — a modest amount, yet symbolic of something larger: commitment.
The question of where to open a bank account followed. Imperial Bank in New Lucena was chosen for accessibility. It may sound procedural. But institutionalizing finances is a declaration:
We are not temporary. We are building structure.
Two BOD positions needed filling. Elections were necessary. Yet because key members were absent, the body chose to postpone.
Not out of indecision — but out of integrity.

That afternoon was not about rushing outcomes. It was about protecting process.
