In the quiet corners of Santa Barbara, a transformation is taking root. On October 7 and 8, 2025, the leadership and residents of Brgy. Balibagan Oeste convened at their Multipurpose Gym, not for a mere assembly, but for a strategic overhaul of their community’s future.
Utilizing the Appreciative Inquiry (AI) framework, the barangay moved beyond standard reporting to conduct a forensic audit of their community’s potential. The result is a hardened strategic plan that balances aggressive infrastructure development with the preservation of cultural soul.
Confronting the Reality
The workshop eschewed polite conversation for hard data. Through “Photovoice”—a visual diagnostic tool—participants documented the stark realities facing Zones 5, 6, and 7. The images of muddy, substandard access roads were not just complaints; they served as evidence for immediate intervention.
In response, the council has integrated specific infrastructure targets into their strategic roadmap: the concreting of access roads and the rehabilitation of the Health Center are no longer just requests, but prioritized mandates within the new development agenda.
The Economic and Cultural Pivot
Beyond infrastructure, Balibagan Oeste is redefining its economic engine. The strategic plan moves past general livelihood concepts to target specific industries: Bamboo Crafting, Soap Making, and livestock sustainability.
Simultaneously, the barangay is drawing a line in the sand to protect its identity. By institutionalizing the “Sadsad Festival” and reviving “Laro ng Lahi,” they are ensuring that progress does not come at the cost of tradition.
A Covenant of Transparency
The two-day session culminated in a unified Mission Statement that pledges “transparent and participatory governance.”
This document serves as a notice to every resident: Brgy. Balibagan Oeste is no longer operating on inertia. With a clear vision of a resilient, spiritually grounded, and economically stable community, the leadership has transitioned from maintenance mode to active development. The plans are laid, the priorities are set, and the work has officially begun.
