This was the central theme of the recent Public Consultation on the Proposed People’s Council Ordinance in the Municipality of New Lucena, a significant step towards institutionalizing citizen engagement in local governance.
The People’s Council: A Tool for Participatory Democracy
A People’s Council is an organized body composed of accredited Civil Society Organizations (CSOs) and Business sectors actively participating in local policy-making. It serves as the bridge between the government and its constituents, ensuring that development initiatives align with the needs of the people.











The Department of the Interior and Local Government (DILG) Memorandum Circular No. 2021-054 underscores the importance of CSOs in governance. This directive mandates the creation and strengthening of mechanisms that allow for meaningful participation of civil society in the formulation, implementation, monitoring, and evaluation of local policies and programs.
By establishing a People’s Council, New Lucena is set to enhance transparency, accountability, and collaboration between government and the community, ensuring that governance is not just for the people but also by the people.
SEA Inc. and the IPAT-SIAD Program: A Driving Force
The formation of the People’s Council is strongly supported by SEA Inc. through its Integrated Participatory Accountability and Transparency towards Sustainable Integrated Area Development (IPAT-SIAD) program. SEA Inc. has been instrumental in organizing and mobilizing stakeholders, providing technical assistance, and fostering a culture of participatory governance. By ensuring the meaningful involvement of CSOs and business sectors, SEA Inc. plays a critical role in strengthening democratic structures and advancing inclusive development in New Lucena.
Public Consultation: A Collaborative Effort
Presided by Hon. Bryan Eric T. Cerebo, Chairperson of the Committee on Rules, Laws, and Regulations and Good Government, alongside Hon. Rene Asoy and Hon. Buen Gracia Hembra, SK Federation President, the consultation brought together various stakeholders to review and refine the contents of the proposed ordinance.
The discussions highlighted the necessity of a structured and empowered People’s Council that can serve as an advisory and watchdog body in municipal affairs. Stakeholders recognized that through the active participation of CSOs and business sectors, the municipality could ensure more inclusive governance, better resource allocation, and stronger mechanisms for checks and balances.
Key Features of the Proposed Ordinance
Upon thorough deliberation, the ordinance was officially named the People’s Empowerment Ordinance of the Municipality of New Lucena. Key provisions of the proposed legislation include:
- Recognition and Accreditation – Ensuring that only legitimate, functional, accredited, and recognized CSOs and business sectors participate in governance.
- Advisory Role – The council will have the right to review proposed local legislation, offer recommendations, and monitor the implementation of government projects.
- Budgetary Support – A ₱500,000 budget allocation has been proposed for the People’s Council in the next fiscal year to support its activities and programs.
- Institutionalization and Capacity Building – Conducting training, forums, and activities to equip members with governance knowledge and skills.
Next Steps: Towards Legislative Passage
With the consultation concluded, the Committee on Rules, Laws, and Regulations and Good Government will render its official report on March 5 during the Sangguniang Bayan session. The ordinance is scheduled for:
- 2nd reading on March 12
- 3rd and final reading on March 19
- Passage and formal adoption within March
Following its approval, the municipal government will convene all accredited CSOs for a convention and organizational meeting to ensure a smooth and effective implementation of the ordinance.
