At a vibrant orientation session attended by 40 participants from eight (8) Civil Society Organizations (CSOs), something sparked. The event, grounded in the IPAT-SIAD framework that’s Integrated Participatory Accountability and Transparency towards Sustainable Integrated Area Development, wasn’t just another seminar—it was a starting line. A Lakaran.

A walk toward conscious, community-rooted leadership.

From Sit-down to Stand-Up Citizens: The IPAT-SIAD Spark

The session wasn’t there to dictate—it was there to equip. To show ordinary citizens that they already hold extraordinary power. When people understand how systems work, they can reshape them. Presiding over the event was Barangay Chairman Mario Sejuela, whose warmth and steady resolve reminded everyone why local leadership matters. His rallying cry? “Let’s build together. With transparency. With heart. With each other.”

Yes—leadership in Tag-oyango now sounds a lot more like Lakaran. And a lot less like status quo.
