Let’s take a quick trip to Angat, Bulacan in 2023. SEA Inc. gathered LGU workers, barangay leaders, and community organizers for a five-day ICW. What started as a room full of exhausted, skeptical faces became a space of laughter, tears, breakthroughs, and newfound purpose. Burnout turned into hope. Silence turned into dialogue.

But they didn’t stop after the workshop. They formed weekly support circles, where people kept meeting, reflecting, and holding each other accountable. It wasn’t about ticking boxes. It was about showing up—authentically, consistently, together.

Now fast-forward to Zarraga, Iloilo. In partnership with former Mayor John Tarrosa and a dynamic local alliance, SEA Inc. went beyond workshops and into full-blown participatory governance. Picture this: organic farming programs co-created with farmers. Town assemblies where real people—not just politicians—speak and shape decisions. Even peace and order strategies, designed with citizen volunteers and police officers sitting at the same table.

That’s not a pipe dream. That’s threefolding at work.

What It Actually Feels Like

When threefolding takes root, you feel it. You really do.

A once-jaded municipal employee walks into work with a sense of purpose. A farmer, usually brushed aside, suddenly sees himself as a knowledge bearer, not just a beneficiary. Citizens attend town halls not because they were told to, but because their voices actually change something.
