Nicanor P. Perlas
President, Solution Ecosystems Activator Inc.
Nicanor has spent more than 45 years of his life pursuing a better world. He successfully spearheaded national and global efforts to keep the Philippines free of nuclear power, mobilized colleagues to convince the government to ban 32 pesticide formulations that were poisoning millions of farmers and consumers, and co-drafted national and global policies to protect Filipinos from the one-sided impact of elite globalization. Perlas has written over 500 articles, editorials, monographs, and books to advance his advocacies including the international best-seller, Shaping Globalization: Civil Society, Cultural Power, and Threefolding. Perlas has been the resource person and keynote speaker in over 70 global conferences and events in over 20 countries and over 120 national conferences on a range of topics. He was head of several national civil society movements and coalitions including the Philippine Sustainable Agriculture Coalition. He also served as Civil Society Co-Chair of the Philippine Council for Sustainable Development, Office of the President. He has consulted with UN bodies, government agencies, and civil society organizations seeking more meaningful initiatives in the world.
Perlas is a seasoned substance and process facilitator, guiding small and large groups of over 600 participants, locally and globally, to develop their collective aspirations and intentions. He is co-founder of MISSION, the Movement of Imaginals for Sustainable Societies Through Initiatives Organizing and Networking, and Liwanag Worldfest, Inc. In recognition of the national and global impact of his work, he has received many awards including the Right Livelihood Award, also known as the Alternative Nobel Prize.
Mary Ann T. Fanega
Executive Director
Ann is the Executive Director of SEA Inc. She is a graduate of Bachelor of Science in Community Development last 2002 at Western Visayas College of Science and Technology and she has an Educational units in diploma in teaching (1,2 & 3). Because of her experience, she was able to develop and strengthen her skills in community work. She was hired as a Community Empowerment Facilitator at Kalahi CIDSS-NCDDP assigned in the Municipality of Bingawan last Sept. 22 —Dec. 31, 2015. She was also an administrative officer at Labing Kubos Foundation, Inc., and a community development officer at BCBP Ecoreach Foundation Inc.
Rosanna P. Constantino
Municipal Coordinator
Rosanna also known as “Os” is the Municipal Coordinator of SEA Inc. Os is a development worker for almost 25 years of different Non-Government Organizations. She completed a special course on International Leadership Development in Aichi, Japan. She is an experienced community organizer, Trainer, and advocate of Participatory Governance. She was also a NAPC Facilitator in Iloilo and Guimaras for the Bottom-Up Budgeting (BuB) initiatives of the Aquino Administration.
Ronie Z. Bautista
Senior Community Facilitator- Mindanao Expansion
As a background, Ronie was both a seasoned Community Development Worker for more than 30 years and an Educator at the same time. He was a graduate of BS Community Development and Diploma in Teaching at Iloilo Science and Technology University (ISAT-U). Obtained his postgraduate degrees, a Master in Soil in Water Conservation and Management at the University of the Philippines- Los Baños (UPLB) and a Master in Local Governance at Iloilo State University of Fisheries Science and Technology (formerly Iloilo State College of Fisheries).
As to his work experiences, he was been a Social Science Professor teaching major subjects (Community Organizing; Cooperative Development, and Project Development Management) in BS Community Development and various Social Sciences subjects at ISAT-U for 8 years and later on a High School Agriculture Teacher in Gamot Cogon Waldorf School at Zarraga, Iloilo for more than 2 years. He was also a Community Development Worker (for more than 30 years) in various Non-Government Organizations and Institutions implementing local, national and international funded projects to mention a few: KALAHI Projects (DSWD); Fishery Resource Management Program (BFAR- ADB); Agri-Environmental Productivity Program (Save the Children- US); Cooperative and Livelihood Assistance Project (PBM- PDAP) and many more. Moreover, he was an Environmentalist and Cooperative Movement advocate. A member of the Education Committee of ISAT-U and Community Multi-Purpose Cooperative since 2008 up to present.
Formerly a full-time PEACE Volunteer of Grupo Paghidaet, a Peace Group working for the Re-integration (to the mainstream of our society) Program of the Rebel Returnees of Leon, Iloilo for five years (1997-2002).
Furthermore, he was a recipient of various awards and appreciation for excellence and exemplary leadership in work and community service. He was awarded by his Alma Mater (ISAT-U) as the “Most Outstanding Community Development Worker” in 2001.
At present, he is the Senior Community Facilitator of Solution Ecosystem Activators, (SEA) Inc. in charge of the Mindanao Expansion (IPAT-SIAD) Program.
Gideon C. Palmejar
Senior Community Facilitator
Gideon is the Senior Community Facilitator of SEA Inc. He has been engaged in development and community work since his youth where he became a member of the Alabidhan Working Youth Organization (AWYO) and later became president within a year of membership. Gideon’s work experiences include Project Officer in the TAG-PHE project of the Iloilo Code, a Technical Assistance Person Individual (TAPI) of the Department of Agrarian Reform Provincial Office, a Data Banker for the Philippine Rice Institute (Phil Rice), Documenter (for 1 year) of the Forestland Management Project (FMP) Sub- Project Site Management Office (SuSiMO)in Calinog, Iloilo, Community Empowerment Facilitator of the formerly AusAid now Government of Australia (GOA), and Office Staff at LDRRMO (Local Disaster Risk Reduction Management Office) and MENRO (Municipal Environment and Natural Resources Office) Municipality of Bingawan.
Mary Angelic L. Muzones
Admin and Finance / Community Facilitator
Angelic is the Admin and Finance officer and Community Facilitator of SEA Inc. graduated with a Bachelor’s in Secondary Education majoring in English at the Iloilo Science and Technology University Miagao campus. She was also, a youth leader in their barangay in Miagao for almost 5 years and a church servant since 2015 up to the present. She is exposed to different organizing, especially in the youth sector.
Analiza S. Pacheco
Community Facilitator
Analiza also known as “Leslie” is the Community Facilitator of SEA Inc. Graduated at the University of Antique with a degree of Bachelor of Science in Community Development. During her internship, she was assigned to the Pantawid Kapamilya office in the municipality of Sibalom, province of Antique; there, she was able to harness her competencies in handling the people and the community. After college, she volunteered in the Associates Missionaries of the Assumption (AMA) and eventually became a missionary. During her mission, she was exposed to training, workshops, and community organizing in five pilot Barangays of the municipality of New Lucena province of Iloilo.
Angela L. Betita
Community Facilitator
Angela is a Community Facilitator for SEA Inc. She graduated last July 5, 2023, at Iloilo Science and Technology University, taking up a Bachelor of Science in Community Development. During her studies, she spent 2000 hours as an intern at the Leon Municipal Agriculture Office. Her internship helped shape who she is now by enhancing her abilities and encouraging her involvement in the community. She started working at SEA Inc. last August 28, 2023

She is dedicated, passionate, and can work under pressure.
