The initial phase of the activities involves the execution of a Memorandum of Agreement Signing. The focus is on introductory and courtesy calls to leaders, along with the gathering of secondary data about the area, including information about the place, culture, lifestyle, social issues, literacy rate, geographical location, peace and order, and available resources. Building positive relationships with local leaders, LGU officials, and other stakeholders is emphasized, requiring a strong rapport with the community. This stage also involves clarifying expectations, roles, and responsibilities, leading to a deeper understanding of the area, its people, and their challenges. The quality of immersion plays a crucial role in obtaining insights into the community’s conditions and aspirations.
